The reform of the Law of Water of November 1999 has introduced the contracts of transfer of water rights in the juridical Spanish system. It is a question of a new form of allocation of resources in which the initiative is hold by the concessionaires who want to transmit or to acquire rights, as well as the role of the water Administration. This article values this innovation within the context of the Spanish legislation of waters, studying the main characteristics of his juridical system.
